Chief Executive Officer

With over a decade of experience supporting the federal government particularly within the Department of Defense (DoD) and Department of Homeland Security (DHS) De’Angelo Bell brings a deep understanding of government contracting, financial management, and regulatory compliance. His background includes extensive work in budget execution, contract administration, proposal support, policy development, and operational oversight, enabling Ten Plus Services to deliver solutions that align with both mission requirements and fiscal accountability.
De’Angelo is a U.S. Army veteran and former Non-Commissioned Officer (NCO) with overseas operational experience supporting missions in Iraq and Afghanistan. His military leadership background instilled a strong foundation in mission execution, accountability, and operational discipline, These principles directly guide how Ten Plus Services manages contracts, personnel, and customer relationships today.
As CEO, Mr. Bell remains personally involved in the business, overseeing strategy and growth while actively supporting government compliance, financial controls, proposal development, and contract performance. This hands-on leadership approach ensures clients receive personalized solutions, rapid responsiveness, and consistent quality from contract award through execution.
Mr. Bell holds a Bachelor of Science in Finance and held multiple federal certifications in financial management, fiscal law, and contracting support. Under his leadership, Ten Plus Services is committed to being a trusted, compliant, and high-performing partner for government agencies and commercial organizations alike.

Tony Gross

Chief Operating Officer

Tony Gross is a hands-on leader with nearly 20 years of experience in facilities and maintenance operations. Over the course of his career, Tony worked his way up through multiple levels of responsibility, gaining firsthand experience in everything from day-to-day maintenance to higher-level operational oversight. That progression gave him a deep understanding of how buildings truly operate—and what it takes to maintain them the right way.
Tony is a United States Air Force veteran, where he developed the discipline, accountability, and attention to detail that guide his approach today. His military service instilled a strong sense of responsibility and pride in doing the job correctly, safely, and efficiently.
Born and raised in the Washington, DC–Baltimore region, Tony is deeply rooted in the communities Ten Plus Services serves. He understands the local infrastructure, expectations, and standards. He is also a proud graduate of the University of Maryland - College Park, further grounding his professional foundation in the region.
As co-owner and COO of Ten Plus Services, Tony remains visible, accessible, and personally involved. Clients aren’t passed off to layers of management—they work directly with leadership. His goal is simple: build lasting relationships, deliver dependable service, and ensure every client feels confident knowing their facilities are in experienced, trustworthy hands.
